At the beginning of the tendering procedure there are notices of requirements with which at least two member universities define a net based course which they undertake to introduce as a compulsory or elective part of one of their degree programmes and which will lead in their case to a quantifiable reduction in face-to-face teaching. For each notice of requirements one member university acts as the principal partner of a consortium.

Notice of Requirements
The following points must be contained in the notice of requirements:
- Type of course (online lecture, seminar, tutorial, laboratory course)
- Brief details of course content (reference to study regulations)
- Course load in semester hours and ECTS points (European Credit Transfer System)
- Target group
- User numbers per academic year divided into summer and winter semester
- Examinations (type, length, if nec. an excerpt from the examination regulations
- Extent and details of interaction and support and supervision (individual tutorial support only as requested by students or as a constituent part of the teaching plan? Centrally organised tutorial support or support at student’s home university? Who supports the student from outside the applicant universities?)
- Possible special requirements
The development of learning management and content management systems is not supported by the vhb. All vhb courses are operated on the applicant university’s servers provided by the member university.
