As a network the Virtual University of Bavaria (vhb) is decentrally organised. The organisational and decision-making structures are illustrated by the organigram.

The member universities are involved in making the policy decisions of the vhb through a General Meeting.

The strategic program design and the quality assurance of the vhb courses are the principal duties of the three person Steering Committee, which is supported by an eight person Programme Committee in the planning and coordination of course offerings.

The manifold administrative tasks of the vhb are executed by the Administrative Office based in Hof and Bamberg. Apart from supporting the committees, the administrative office also addresses those tasks involving the preparation and development of course offerings, student administration and, in particular, the administrative task of promoting new courses.
