Each vhb supporting university sends a representative to the general meeting; as a rule, the delegate is a member of the university administration.

The vhb delegates communicate the proposals and wishes of their university to the vhb.. The biannual general meeting discusses the ideas and assists in, on the one hand, developing the vhb and, on the other hand, taking the pressure off the universities. In this way the vhb forms an integral part of all the member universities.
